  • Accelerating Sanitation for All in Asia and the Pacific - Wastewater Operations Assessment and Training Program for Djizzak Sanitation System Development Project Approval Date: 11-Dec-2019 Estimated Commencement Date: 245,290 USD Engagement Period: 6 MONTH Objective and Purpose of the Assignment The Consulting Firm will render technical and management support to develop and provide capacity development initiatives in environmental monitoring, operation, maintenance, and management of wastewater collection and treatment facilities in Djizzak City, Uzbekistan. Specifically, the Consulting Firm will conduct assessment of current capacities and needs and design a training module which would best address identified needs. Taking into consideration assessment results, the firm will conduct training to core operational staff within Djizzak Suvtaminot, and coordinate with other training initiatives for Djizzak Suvtominot. The proposed training proper, which is composed of six (6) modules, is expected to take place over approximately 40 days and can be split over a period of 6-8 months. Detailed Tasks and/or Expected Outputs The Consulting Firm will perform the following detailed tasks: a. Develop a workplan on the conduct of Training Needs Assessment, design and conduct of the training proper, which will include list of activities and outputs, timelines, resources needed and targeted performance indicator improvements. b. Carry out an assessment of the existing skills within the Djizzak Suvtaminot to better tailor the course content to the specific needs. This can be done for instance using questionnaires, group, or individual employee interviews. c. Conduct a review/assessment of the availability and functionality of existing equipment (i.e. laboratory, IT, software/programs utilized for daily operations), manuals, and Standard Operating Procedures (SOPs) (if applicable). d. Preparation of a Training Needs Assessment (TNA) Report, detailing activities and results from items (b) and (c). e. Develop a criteria for the selection of training participants, taking into consideration the results of the TNA. General target participants for the training are the operational staff. However, the TNA results would provide a more accurate information on the staff needs, thus, the number and profile of training participants may be determined after the assessment, and as will be agreed upon by Djizzak Suvtaminot and ADB. f. Provide support and recommendation in the selection of training participants. g. Design a training program which would include, but not limited to, the following topics: hydraulics, wastewater & sanitation overview, wastewater treatment, wastewater treatment technologies, operations & maintenance (O&M) of wastewater sewer lines and treatment plants, health & safety in wastewater operations, hydraulic modeling. The proposed program is composed of six (6) modules, and is envisioned to have a heavy practical component, field/hands-on experience, and final assessment. Program design/flow must be easily understandable by the operational staff. There must be considerations in including female technical staff in the training course. Details of the proposed training program are provided in Appendix A. h. Prepare and provide learning materials and paraphernalia such as handouts, manuals, and other relevant materials to the training participants. The firm will conduct the training in Djizzak, and will closely communicate and collaborate with Djizzak Suvtaminot and ADB on the necessary logistical arrangements (timing, venue, confirming participants, etc.). The firm will ensure that the in-person training program will meet highest quality criteria in terms of effective learning and knowledge transfer, by applying different learning modalities (presentations, focus group discussions, group works, breakout groups, field trips to the facilities on site in Djizzak, etc.). Best practice approached for knowledge transfer and capacity building shall be taken into consideration when preparing the training program. i. Prepare and evaluate final written assessment for the training participants, covering all discussed modules. j. Prepare and conduct halfway and final survey for the participants during the conduct of the course proper. Halfway through the program, the participants will provide feedback to allow for the trainers to make any necessary changes to the curricula. A final survey will provide information on the overall success of the course. k. Organize and prepare a week-long study visit abroad for training participants to deepen and strengthen their knowledge in WWTP operations in other countries. Planned activities should include, but are not limited to, excursions to selected WWTPs, Hands-on experiences on sampling and analysis for operation of WWTPs (on-site at the WWTPs visited), and visit to local companies working in the wastewater and sanitation sector. A maximum of 15 participants may join the visit, and the country where the visit will be held will be agreed upon by ADB and Djizzak Suvtaminot. The consulting firm shall also assist Djizzak Suvtaminot and ADB on the selection of participants for the study visit. Travel and accommodation costs, and Daily Subsistence Allowance (DSA) will be shouldered by ADB. ADB can provide the invitation letters/documentation necessary for the visas, however these will have to be arranged by the participants. l. Identify areas for improvement during the conduct of the training, best practices, and lessons learned. Recommend activities moving forward which can help the training participants cascade acquired knowledge to other operational staff.
