Description : Consulting Services in the Updating of Comprehensive Land Use Plan (CLUP) 2026-2035 and the Zoning Ordinance (ZO).
The Local Government Unit of Oas, Albay through its Bids and Awards Committee shall impose the provisions of the R.A. 9184 otherwise known as the Government Procurement Reform Act and its Implementing Rules and Regulation to wit;
a. The bidding shall be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
b. Bidding Is restricted to Filipino citizens/sole proprietors, partnership, or organizations.
c. The procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) Procedure. It shall indicate the weights to be allocated for the technical and financial proposal. The criteria and rating of system for the evaluation of bids is provided in the ITB.
