Description:
PSIP V and Project Overview The Philippines Department of Education (“DepEd” or “Client”) currentlyhas a classroom backlog of close to 165,000 classrooms. The shortfall issignificant and growing due to constrained government funding, lengthyprocurement processes and an increasing student population. DepEd is workingtowards leveraging PPPs under a scalable model to introduce private sectorefficiency and expertise in classroom construction, while improving fiscalsustainability. Previously DepEd undertook PPP -based classroom constructioninitiatives by way of the PPP for School Infrastructure Project (PSIP) phases Iand II, awarded in 2012 and 2013 respectively). Implementation of PSIP III and IV is currently underway. PSIP IIIaims to construct 15,000 classrooms in regions I, II, III, IV-A, IV-B, V, CAR,and NCR. For PSIP IV, the DepEd targets 40,000 classroom constructions inregions VI, VII, NIR, VIII, and selected areas in Luzon. DepEd is now planningto launch PSIP V, which aims to construct approximately 50,000 classroomsacross multiple locations in Mindanao (regions IX, X, XI, XII, XIII, BARMM). DepEd is seeking to implement the first tranche of approximately 5,000classrooms under PSIP V under a PPP model (the “Project”). The Project willinclude the construction of new mostly low-rise buildings to accommodatevarying ranges of classrooms and may require some demolitions. Technical Consultant Scope of WorkThe Technical Consultant shall be a firm(s) whose principal businessactivities are engineering design, civil/structural engineering, buildingservices engineering, estimation of construction and maintenance costs, ortechnical due diligence for infrastructure projects. Should the Technical Consultant be an international firm it will berequired to select and subcontract with a recognized technical firm in the Philippineswith experience relevant to the assignment (the “Sub-consultant” or“Sub-contractor”) to support it in its scope of work.
