Country background. The Asian Development Bank (ADB) classifies Papua New Guinea (PNG) as a fragile and conflict-affected situation. Its economy is dominated by the primary sector, with minerals and energy accounting for most export earnings (88%) and a substantial share of gross domestic product (26%). Challenging geography combined with weak transport, energy, and telecommunications infrastructure, extreme ethnic diversity, gender inequality, threats to national sovereignty, and political instability have hindered broad utilization of the country's natural wealth for the benefit of the country. With some of the highest infant and maternal mortality rates and gender-based violence in the region, gender inequality is deep and widespread. 2. Limited access to affordable and reliable power. PNG has one of the lowest rates of electricity access in the region, with only 13% of households having access. This stifles economic growth and exacerbates poverty and inequality in both urban and rural areas. The total installed generation capacity in PNG is 600 megawatts (MW). PNG Power Limited (PPL) is a state-owned enterprise (SOE) that manages generation, transmission, and distribution of about 320 MW, including three main grids (Gazelle, Port Moresby, and Ramu) that supply the main urban centers and 19 geographically isolated independent power grids that service provincial centers. The remaining 280 MW is generated by the mining industry for its own use. The majority of provincial centers are entirely supplied by diesel generation, resulting in high generation costs and low-quality power supply. Women's economic empowerment is also hampered by a lack of access to electricity. 3. PNG Power Limited's high network losses. The technical and non-technical losses of PPL's network are about 24%-26%, resulting in higher fuel consumption for power generation and revenue losses resulting in revenue losses and increased fuel consumed for power generation. The technical losses are due to several reasons, such as inefficient equipment, and inadequate conductor size in distribution lines, low power factor, and load imbalance among the phases. The non-technical losses are due to illegal connections and tampered, defective, or unread meters. Financially, energy system losses are translate to revenue losses. These factors make improving the efficiency of the power system a critical matter for both the government and
