Support for Human and Social Development in Southeast Asia - Phase 2 - Project Preparatory Firm Approval Date: 08-Sep-2021 Estimated Commencement Date: 300,000 USD Engagement Period: 9 MONTH Objective and Purpose of the Assignment A consulting firm (the Firm) will be engaged by ADB using the simplified consultants- qualifications selection method with a single stage proposal to support the MOH, as the project executing agency, to complete the detailed design of the project. Three individual consultants will be engaged alongside the Firm to support preparation of (i) output 2 health financing, (ii) output 3b on the role out of EMR/HMIS, (iii) the project-s economic analysis, and (iv) financial management inputs including the project-s financial analysis, financial due diligence of EA and IA, and preparing the overall project cost estimate (based on inputs from the Firm). The Firm will lead in-country consultations and undertake the required in-country assessments to complete the detailed design and costing of the project, including safeguards due diligence and social and gender assessments. The Firm will also support the project procurement due diligence work, including strategic procurement planning. The Firm will prepare assessment reports and produce the required project processing documents (in-line with ADB-s project processing guidelines and safeguards policies and the regulations of borrower governments for submission to, and approval by, the ADB Board.
