  TERMS OF REFERENCE
  Procurement of Disaster Recovery License
  
  I. Overview
  The Newborn Screening Reference Center (NSRC) is mandated by Republic Act 9288 otherwise known as the Newborn Screening Act of 2004 to maintain national testing database and patient registries. NSRC is also the oversight body of the newborn screening centers (NSCs) ensuring that they are running smoothly with minor disruptions. As part of the national contingency to minimize downtime and data loss and as recommended during external audits and accreditation of NSCs, a data disaster recovery plan has to be pushed through with NSRC at the helm.
  
  Last year, NSRC initiated the planning of the data disaster recovery plan for all NSCs. See attached plan.
