  • Cloud-Based Read-and-Bill System- The tailor-fit SCWD water utility information system must be equipped with modules for consumer management, meter reading and billing, collections, and system administration. It must operate on a secure commercial cloud platform with a modular architecture and include key security features such as role-based access control, audit logging, and data encryption. The system must comply with ISO 27001 or similar information security standards and must observe PD 198, RA 10173 (Data Privacy Act), and all relevant BIR and COA requirements.
  • Online Bill Inquiry and Online Payment- The solution must include a fully integrated online bill inquiry and payment system featuring a responsive web interface for real-time bill viewing and payment. It must support commonly used local digital payment channels, follow PCI-DSS-aligned security practices, and implement one-time password (OTP) verification. The system must be fully compliant with data privacy and BIR regulations.
