5. REFUSAL TO ACCEPT AN AWARD MAY BE GROUND FOR IMPOSITION OF ADMINISTRATIVE SANCTIONS UNDER RULE XXIII OF THE REVISED IRR OF RA 9184.
6. RISK AND TITLE WILL PASS FROM THE SUPPLIER TO THE PROCURING ENTITY UPON RECEIPT AND FINAL ACCEPTANCE OF THE GOODS AT THEIR FINAL DESTINATION.
