  RESOLUTION RECOMMENDING SMALL VALUE PROCUREMENT AS

  WHEREAS, pursuant to Article IV, Section 10 of R.A. No. 9184, all procurement shall be done through Competitive Bidding, except as provided for in Article XVI of this Act.
  
  WHEREAS, Article XVI particularly Section 48 provides alternative methods and states that subject to the prior approval of the Head of the Procuring Entity or his duly authorized representative, and whenever justified by the conditions provided in this Act, the Procuring Entity may, in order to promote economy and efficiency, resort to any of the alternative methods of procurement.
