THE ELIGIBILITY CHECK/SCREENING AS WELL AS THE PRELIMINARY EXAMINATION OF BIDS SHALL USE NON-DISCRETIONARY “PASS/FAIL” CRITERIA. POST-QUALIFICATION OF THE LOWEST CALCULATED BID SHALL BE CONDUCTED.
