Description : Invitation to Bid for Subscription to Online Databases for NLP and Affiliated Public Libraries
1)The National Library of the Philippines (NLP), through the FY 2026 National Expenditure Program, intends to apply the sum of Four Million Nine Hundred Fifty- Eight Thousand Eighty-Nine Pesos & 20/100 (P4,958,089.20) being the Approved Budget for the Contract (ABC) to payments under the contract for the “Subscription to Online Databases for NLP and Affiliated Public Libraries”. For the purpose of early procurement authorized under Section 12 of the Implementing Rules and Regulations (IRR) of Republic Act (RA) NO. 12009, the proposed budget under the FY 2026 National Expenditure Program shall be used as the basis. Further, consistent with the requirements in Section 12.4, no award of contract shall be made until the approval and effectivity of the FY 2026 General Appropriation Act. The period for the performance of the obligations under the Contract shall not go beyond the validity of the appropriation for the Project. Bids received in excess of the ABC shall be automatically rejected at bid opening.
