Description : 1. The OFFICE OF CIVIL DEFENSE, through the AFMS-ICTD APB 2025 (MOOE-DRRM), intends to apply the sum of Three Million Three Hundred Forty-Eight Thousand Nine Hundred Eighty-Four Pesos (PHP3,348,984.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Subscription of 1Gbps Commercial Internet Service for the OCD Central Office. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The OFFICE OF CIVIL DEFENSE now invites bids for Subscription of 1Gbps Commercial Internet Service for the OCD Central Office using the Lowest Calculated and Responsive Bidder (LCRB). Delivery of the Goods is required within sixty (60) calendar days upon receipt of Notice to Proceed. Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
