Request for Expression of Interest No. 2025-07-152

1. The PHILIPPINE NATIONAL OIL COMPANY. (PNOC), through the 2025 Approved
Corporate Operating Budget intends to apply the sum of Ten Million Pesos (PhP
10,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the
contract for Strategic Framework and Market Study for PNOC-s Small Scale Liquefied
Natural Gas (ssLNG) Business. Bids received in excess of the ABC shall be automatically
rejected at the opening of the financial proposals.

2. The PNOC now calls for the submission of eligibility documents for the Strategic
Framework and Market Study for PNOC-s Small Scale Liquefied Natural Gas (ssLNG)
Business. Eligibility documents of interested consultants must be duly received by the
BAC Secretariat on or before July 10, 2025 (1:00 PM) at PNOC Bldg. 6, Energy Center,
