Description : I. BACKGROUND/PROJECT DESCRIPTION

Tourism remains a major economic driver in Region XI, celebrated for its rich culture, natural attractions, and vibrant festivals. With increasing tourist arrivals, there is a growing demand for skilled, culturally competent tour guides to enhance visitor experiences and promote responsible tourism.

Displaced and returning Overseas Filipino Workers (OFWs) and their immediate family members face challenges in accessing formal training and livelihood opportunities in tourism. To address this gap, DOT XI proposes the Regional Tour Guiding Training for Displaced OFWs, Returning OFWs, and/or Their Immediate Family Members, a capacity-building initiative aligned with national priorities on inclusive growth, skills development, and sustainable community-based tourism.

The initiative shall be supported by the Department of Migrant Workers (DMW) under the Balik Bayani Para sa Turismo Program, providing guidance, coordination, and reintegration support for returning OFWs....
