TERMS OF REFERENCE
Provision of Security Services for the Municipality of Santa Fe
1. Background
The Municipality of Santa Fe requires the engagement of three (3) security guards for deployment at Santa Fe Port to maintain public safety, strengthen security, protection, and order within the premises of Santa Fe Port.
Specifically, the objectives are as follows:
A. Ensure Safety and Security of Port Users
To safeguard passengers, port personnel, transport operators, and visitors within the Santa Fe Port premises by providing a continuous security presence that will deter criminal activities such as theft, vandalism, illegal entry, and other unlawful acts.
B. Protect Government Infrastructure and Assets
To protect municipal and port-owned facilities, equipment, buildings, vehicles, and other assets located within the Santa Fe Port area from damage, loss, or unauthorized use through regular monitoring, inspection, and surveillance by assigned security personnel.
C. Maintain Peace, Order, and Public Discipline
