• Scoping Study for Creating a Livable and Lovable Indonesia's New Capital Nusantara Smart and Livable Cities in Southeast Asia Approval Date: 21-Dec-2022 Estimated Commencement Date: 500,000 USD Engagement Period: 6.5 MONTH Objective and Purpose of the Assignment With support from the Asian Development Bank (ADB) managed Spanish Trust Fund, the key objective of this assignment is to support the Nusantara National Capital Authority (NCCA) to identify and assess possible priority investments which will enhance the livability and lovability of Indonesia's new capital Nusantara. A key output of the assignment is that the capacity of NNCA to plan and manage the new capital's spatial planning and design process is strengthened. The consultants will be directly reporting to ADB and will work in close coordination with the NNCA and other agencies involved in developing the new Capital. These services will complement other ADB- supported activities for NNCA, including those focusing on support for (i) the planning of the capital, (ii) assessing the environmental impacts of Nusantara, and (iii) identifying options to finance the planning and development of the city. The team will maximise efforts to ensure coordination between various entities supporting the NCCA in planning and developing the new capital. The Technical Assistance (TA) will be implemented through a consulting firm. The overall activities of the consultants will include, but are not limited to the following: (i) Identify key entry points to enhance livability/lovability of Nusantara: what makes people want to live in a Nusantara?; (ii) Based on these entry points, identify a long list of possible investments/sub-projects which enhance livability and lovability in Nusantara; (iii) For up to 7 prioritized investments, prepare project preparatory studies level due diligence (costing, benefits per subproject, etc.) to contribute to enhanced livability/lovability; (iv) Provide recommendations to NNCA on city marketing and assist in conceptualizing Nusantara marketing materials for future residents and investors.
