Description : RATIONALE
Section 31, Chapter 5 of Executive Order No. 292, otherwise known as The Administrative Code of 1987, mandates that “each department or agency shall prepare a career and personnel development plan which shall include provisions, among others, for employees- health, welfare, counseling, recreation and similar services.” This directive highlights the government-s recognition that effective public service delivery is built not only on technical capability but also on the overall well-being, cohesion, and morale of its personnel.
In line with this mandate, the Philippine Commission on Women (PCW) affirms that fostering a supportive and collaborative work environment is a fundamental part of its institutional development agenda. While PCW remains at the forefront of gender advocacy and national policy coordination, its ability to deliver on its multifaceted mandate is dependent on the strength, unity, and shared commitment of its workforce.
