  Description : 1. The Bases Conversion and Development Authority (BCDA) is a government corporation mandated to transform former military bases and properties into premier centers of economic growth as stipulated in its mandate - Republic Act No. 7227 otherwise known as the “Bases Conversion and Development Act of 1992”.
  
  2. The BCDA, through its end-user delegated by the Bids and Awards Committee for Consulting Services (BAC-C), intends to procure and engage the services of a Consultant under Section 34 Small Value Procurement of the Implementing Rules and Regulations of Republic Act No. 12009.
  
  3. The BCDA, through the Philippine Sports Commission - John Hay Sports Training Facilities Trust Funds, intends to apply the sum of One Million Five Hundred Ninety-One Thousand Five Hundred Twenty Pesos (Php 1,591,520.00), inclusive of VAT and all applicable taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for Consulting Services for the Conceptual Design of the John Hay Sports Center.
