Dear Mr. Morrish-Hale:

1. The PHILIPPINE NATIONAL OIL COMPANY (PNOC) (hereinafter called “Procuring Entity” has received financing (hereinafter called “funds”) from 2025 Approved Corporate Operating Budget toward the cost of Rebidding for the Pre-feasibility Study and Conceptual Design for the Offshore Wind Integration Port (OSWIP). The Procuring Entity intends to apply a portion of the funds in the amount of, Seven Million One Hundred Thousand Pesos (₱7,100,000.00) to eligible payments under the contract for the aforesaid procurement which the Bidding Documents is issued.

2. The Procuring Entity now invites bids for the Rebidding for the Pre-feasibility Study and Conceptual Design for the Offshore Wind Integration Port (OSWIP). More details on the services are provided in the Terms of Reference (TOR) for the project.
