Bidding will be conducted through competitive bidding procedures in according with the criteria stated in the Implementing Rules and Regulation of R.A 9184 otherwise known as the Government Procurement Reform Act. The short-listed bidders shall consist only three (3) prospective bidders. Those bids of the shortlisted bidders will only be opened. The bidders with the Lowest Calculated Bid (LCB) shall advance to the post qualification stage. The contract shall only be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who will be determined during the post qualification procedure.
