Publication Date: 08-Nov-2022 Expression of Interest Deadline: 16-Nov-2022 ASSIGNMENT OVERVIEW Assignment Title: 1283358 - Reassessing Rizal Commercial Banking Corporation (RCBC) E&S High-risk Portfolio Subprojects vis a vis IFC Performance Standards Requirements (Philippines) Assignment Countries: - Philippines ASSIGNMENT DESCRIPTION On April 7, 2022, the IFC Board approved its Management Action Plan (MAP) in response to findings and recommendations of an investigation conducted by the Compliance Advisor Ombudsman (CAO), IFC's independent accountability mechanism. RCBC is a large universal bank in the Philippines. The investigation stemmed from a 2017 NGOs and communities' complaint which alleged that RCBC had provided financial support to several coal-fired power plants without applying IFC Performance Standards, leading to potentially serious environmental and social harms to affected communities and contributing to global climate change. As part of the MAP, the assignment will reassess RCBC's existing high-risk portfolio sub-projects, (excluding the coal power plants in the CAO investigation report which are being dealt with separately) and will involve desk reviews, sample sub-project site visits and stakeholder engagements, to identify gaps and provide guidance to RCBC in addressing any residual gaps vis-à-vis IFC PSs and relevant IFC EHS Guidelines, and may involve developing follow-up or monitoring action plans. The assignment will also review the performance and quality of RCBC Environmental and Social Management System (ESMS) implementation including capacity to manage and monitor its high-risk subprojects in accordance with applicable standards on an on-going basis.
