WHEREAS, the Municipality of Cordova advertised the Invitation to Apply and to Bid for the Supply of Laptops and Printers for Municipal Disaster Risk Reduction & Management Office and posted the same in the Commission of Audit (COA) Bulletin Board, PhilGEPS and in the conspicuous places at the premises of the Municipality of Cordova;
WHEREAS, inspite of the said advertisements, no prospective bidder submitted to the Bids & Awards Committee (BAC) a letter of intent and application for eligibility;
