1. In order to qualify for participation in the public bidding, bidders should conform to all eligibility requirements as prescribed by the Implementing Rules and Regulations as Republic Act 9184.
2. The BAC will issue to prospective bidders Bidding Documents at Barangay Hall, Kalawakan DRT, Bulacan upon payment to the Barangay Treasury of non-refundable fee stated in the Standard Rates of Annex A of GPBB Resolution No. 04-2012.
3. Bidding will be conducted through an open competitive bidding, using a non-discretionary "pass/fail" criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184.

4. Bidders shall submit their duly accomplished eligibility requirements & technical proposals, financial proposals in two separate envelopes to the BAC before deadline of submission of bids.
5. Barangay Kalawakan assumes no responsibility whatsoever to compensate or indemnify the bidders for any expenses incurred in the preparation of their bids.
