  • Project Implementation Support and Institutional Strengthening for Road-Based Public Transport - 02 Project Management Specialist (Technical SME/Public Sector Lead) Approval Date: 16-Dec-2022 Deadline of Submitting EOI: 09-Feb-2023 11:59 PM Manila local time Estimated Commencement Date: 01-Mar-2023 Estimated Commencement Date: 17,500 USD Objective and Purpose of the Assignment A. Background 1. The Department of Transportation (DOTr) of the Philippines has requested ADB support for the Davao Public Transport Modernization Project (DPTMP). The project will establish a modern public bus transport system in Davao City, the third largest city in the Philippines, with modern electric buses and Euro-5 standard diesel buses, standardized operations and reliable timetables, intelligent transport systems (ITS) to support bus operation, designated bus stops with shelters and lighting, and designated bus lanes in selected road sections. The project is part of the efforts of the DOTr to improve the public transport system in the Philippines by creating a reliable, safe, and comfortable passenger experience and by reducing air pollutants and greenhouse gas emissions. 2. The project is aligned with the following impact: improved inclusive mobility and accessibility of the mass transport network in Davao City. The project will have the following outcome: improved reliability, efficiency, and environmental impact of public transport. There are three outputs as described below: (a) Output 1: A modern bus system developed. A modern bus system will be developed to replace the current PUJ transport services in Davao City. The system will (i) establish bus operation concession arrangements, engaging private bus operators with performance-based contracts; (ii) rationalize about 670 km of bus routes into about 30 routes, from the current more than 120 PUJ routes, with four hierarchical levels (i.e., Metro Davao, Davao Inter, Davao Feeder, and Davao Local), which will carry about 800,000 passengers per day; (iii) procure about 1,100 energy-efficient buses that will be leased out to bus operators, of which 380 will be articulated electric buses to service Metro Davao routes, while small- and regular-sized Euro-5 standard diesel buses will service other bus routes; (iv) construct about 1,000 bus stops along bus corridors with shelters to protect passengers from the weather; (v) construct 5 bus depots, 3 bus terminals, and establish a bus driving school; (vi) implement minor road improvements, including identifying designated bus lanes for selected road sections, creating queue-jump lanes for buses, building pedestrian crossings near bus stops, and improving sidewalks near bus stops; and (vii) establish an ITS, including bus priority traffic signaling; a bus operation control center; automatic fare collection system; and Wi-Fi connection in buses, terminals and depots, and other public waiting areas. The introduction of a modern fleet of electric and fuel-efficient buses will reduce greenhouse gas emissions by 140,000 tCO2e per year, or by more than 60% from the current level of 232,000 tCO2e per year. The designs and specifications of civil works and bus fleets include gender- responsive and socially inclusive features such as low-floor buses; space for wheelchairs and strollers and/or prams in the buses; bus stops with shelters, adequate lighting, and transparent walls to increase visibility; and closed-circuit television monitoring in the buses and bus terminals. (b) Output 2: Institutional capacity strengthened. The institutional capacity strengthening program will provide operational support to plan, implement, regulate, and monitor public transport system operations, including training staff from the DOTr, the City Government, the Land Transportation Franchising and Regulatory Board, and the Land Transportation Office (LTO). Training will include preventing gender-based violence and sexual exploitation, abuse, and harassment during civil works. Operation and maintenance (O&M) contracts will also include provisions on instituting gender sensitivity, anti-sexual-harassment, and prevention of gender-based violence programs. In addition, the consultants mobilized under the project will provide support to the system manager to support the system operation. After bus operations start, an assessment of the performance of the bus system will be carried out with actual data, and an O&M improvement plan will be developed, including institutional O&M arrangements, terms of concession agreements, fare policies, and training. (c) Output 3: Social development program delivered. The social development program (SDP) will include financial and nonfinancial assistance, together with livelihood restoration preparation support. Financial assistance to project-affected people will be in the form of direct cash transfers. Nonfinancial assistance will be in the form of training; jobs programs; and scholarships from partner government agencies and institutions, including the Commission on Higher Education, the Department of Labor and Employment, the Department of Trade and Industry, and the Technical Education and Skills Development Authority. This approach will ensure a smooth and just transition from the current public transport system to a modern public transport system in the city. The SDP will also include gender sensitivity training for current PUJ service providers and those employed in the industry and their family members during and after the transition period. B. Objective of the Services 3. The consulting services will aim to support the DOTr to establish the institutional structure under the Office of the Undersecretary for Road and Infrastructure (OURI) to implement the project and other road- based public transport projects, monitoring the operation and maintenance of public transport, and to develop policy and planning for road-based public transport. Scope of Work C. Scope of the Services 4. Six individual consultants are to be engaged. The consultants will work together and support the DOTr to establish relevant institutional arrangements under the OURI, including project management offices and cross-cutting function divisions, such as policy and planning, finance, legal, and safeguards. The scope of services includes, but is not limited to: (i) assessing the current institutional structure under the OURI; (ii) conducting a workshop with current staff within OURI to identify gaps for new road-based transport defined in the Omunibus Guideline, including the project; (iii) proposing institutional arrangements and required staff based on the gaps identified in item (ii) and consultations with stakeholders; and (iv) preparing the documentation required by the Department of Budget and Management for any re- organization proposed. 5. The Project Management Specialist (Technical SME/Public Sector Lead) will report to the Senior Human Resource Specialist (Project Director).
