  Description : II.BACKGROUND
  
  Pursuant to Republic Act No. 9593, otherwise known as the Tourism Act of 2009, the Department of Tourism (DOT) is mandated to conduct seminars on Philippine history, culture, environment, and related subjects in coordination with appropriate government agencies and the private sector, particularly educational institutions. It shall likewise develop training modules and conduct seminars and continuing education programs for tourism industry manpower, in coordination with relevant stakeholders, to upgrade their quality, competence, and excellence in tourism services. Furthermore, the DOT is tasked to encourage the development of training courses and apprenticeship programs for tourist guides and similar workers, and to enlist experts to provide technical assistance, training, and education programs to local government units (LGUs), tourism enterprises, and other entities, including the issuance of certifications to those who meet established standards.
