  TERMS OF REFERENCE
  
  The Department of Human Settlements and Urban Development (DHSUD) Region I, through its Bids and Awards Committee (BAC), invites reputable security agencies to submit their quotation for the Procurement of Security Services for the period May 1, 2026 to December 31, 2026 with an Approved Budget for the Contract (ABC) FIVE HUNDRED FORTY-FOUR THOUSAND and 00/100 PESOS (₱544,000.00) which the agency will procure through Small Value Procurement in accordance with Section 34 of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009.
  
  I. SCOPE OF SERVICE/ REQUIREMENTS
