I. Introduction

The Clean Water Act of 2004 (R. A. 9275), Sanitation Code and LGU Ordinances, directly and indirectly regulate wastewater and sludge/biosolids disposal which are to be implemented by various local, national government and private agencies concerned. They are directed to comply/conform to the environmental standards and sanitation code specifically through Wastewater and Sewage/Septage Management Program in their areas of responsibilities/jurisdictions.
In response to the abovementioned statutory directives, the construction of a combined sewage/septage treatment facilities that will address the reduction of water pollution from household and commercial establishment that can be implemented by LGU-s and/or water utilities is part and parcel of these programs.
