I. RATIONALE
Typhoon Uwan severely affected tourism establishments in La Union,

personnel must be prepared to respond to accidents and medical emergencies that
may occur during and after rehabilitation efforts. Providing Standard First Aid and
Basic Life Support Training will strengthen staff capacity to manage emergencies,
enhance guest safety, and support overall disaster resilience in the tourism sector.
This training helps restore confidence in local tourism operations while ensuring
