Description : The stated objective of the procurement project is to "rehabilitate the identified open and denuded portions of Presidential Proclamation No. 1636 (Unnamed National Park, Wildlife Sanctuary and Game Preserve)-Laguna Side through reforestation." Further, being under Negotiated Procurement, the aim of said project is supported by the general guidelines of The Updated 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184, Appendix 35 "Guidelines for the Conduct of Community Participation in Procurement." In Section 4.2, it states that Negotiated Procurement-Community Participation is most appropriate when (1) involvement of people in the community, in part or whole, is necessary to sustain the project outputs and achieve its intended outcomes, and (2) participation of Local Farmer and Local Fisherfolk is necessary to ensure the availability of food for the target community or to improve their economic, environmental, and social well-being.
