1. The Philippine National Railways, through the General Appropriations Act (GAA) for CY 2025 intends to apply the sum of Ten Million Seven Hundred Eighty-Five Thousand Two Hundred Nine Pesos and 03/100 Centavos (₱10,785,209.03) being the Approved Budget for the Contract (ABC); Budget for the Subsequent Years covered by approved Certificate of Budget Inclusion for payments under the contract Procurement of Janitorial and Messengerial Services for the Philippine National Railways (PNR) (Multi-year Contract). Bids received in excess of the ABC shall be automatically rejected at bid opening.
