Description : Subject: A RESOLUTION DECLARING TWO FAILED BIDDINGS AND RECOMMENDING THE USE OF NEGOTIATED PROCUREMENT UNDER SECTION 53.1 OF RA 9184

WHEREAS, the Municipality of Placer conducted two consecutive public biddings for the procurement of Procurement of Food Supply for the Supplemental Feeding Program, with an Approved Budget for the Contract (ABC) of ₱ 1,792,788.00;

WHEREAS, the first bidding conducted on August 4, 2025 resulted in failure due to no bids received;

WHEREAS, the second bidding conducted on August 28, 2025 likewise resulted in failure due to no responsive bids;

WHEREAS, pursuant to Section 53.1 of the Revised Implementing Rules and Regulations of RA 9184, Negotiated Procurement may be resorted to after two failed biddings;

NOW THEREFORE, on motion duly seconded, the BAC RESOLVES to:
1. Declare the two biddings for Procurement of Food Supply for the Supplemental Feeding Program as FAILED;
2. Recommend to the Head of Procuring Entity (HOPE) the use of Negotiated Procurement under Section 53.1;
