1. Rationale:
The Office for Transportation Security intends to engage in a Fleet Card program for the fuel requirements of ground vehicles of the OTS. This is significant operational requirements that is essential for the delivery of services.
The OTS has Thirty Three (33) vehicles of which use gasoline and diesel fuel. These vehicles consume a monthly average of 9,870 liters of gasoline and diesel fuels.
Pursuant to the Implementing Rules and Regulations of R.A. 9184, the procurement process with a service provider for the fuel requirements of the OTS, DOTr shall undergo Negotiated Procurement (BAC).
2. Objective:
The main objective of the Fleet Card Program is to provide the ground vehicles with an efficient, secured convient and steady supply of petroleum products and services, which must be economically manageable.
