  The MAKABATA Helpline 1383 was established by the Council for the Welfare of Children (CWC) as a key mechanism to protect and promote the rights of Filipino children, in line with Presidential Decree No. 603 and Executive Order No. 233. Initially focused on assisting children in situations of armed conflict under Republic Act No. 11188, its scope has expanded to address broader child protection issues, including those covered by RA No. 7610 on child abuse, exploitation, neglect, and discrimination.
  
  With the recent approval of Executive Order No. 79, s. 2024, the government is strengthening its response to children in need of special protection (CNSP) by institutionalizing the MAKABATA Helpline 1383 as the primary reporting and referral system.
