OF OBISPO RIVER BASIN LOCATED AT CAVITE PROVINCE
1. RATIONALE

The Supreme Court issued a writ of continuing mandamus directing the national and local government agencies to clean up, rehabilitate and restore Manila Bay. In response to this Order, the Operational Plan for the Manila Bay Coastal Strategy (OPMBCS) was formulated to facilitate the implementation of consolidated approach to clean up the Manila Bay.

One of the major objectives of the OPMBCS with its Mandamus Agencies and Manila Bay Rehabilitation Task Force is to reduce pollution load entering Manila Bay. In liquid waste management system, various sources of pollution load enter the bay through its river systems and water ways.

Pollution load is the amount of stress placed upon an ecosystem by pollution, physical or chemical, released into it by man-made or natural means.
