III. BACKGROUND AND RATIONALE
Region 1, also known as the Ilocos Region, comprises the provinces of Ilocos Norte, Ilocos
Sur, La Union, and Pangasinan. The region is endowed with a wide range of tourism assets,
including natural landscapes, coastal and marine resources, heritage and cultural sites,
festivals, creative industries, and distinctive gastronomy. These assets position Region 1 as
a major tourism destination in Northern Luzon and a key gateway to the cultural and natural
