1. The Service Provider to be contracted under the terms of reference should comply with the eligibility requirements set forth under Section 24 of the Revised Implementing Rules and Regulations of Republic Act No. 9184.
2. Proven experience in policy research, results-based planning, or program design, preferably related to ICCs/IPs, social development, or governance.
3. Demonstrated expertise in facilitating participatory consultations, technical workshops, and multi-stakeholder engagements.
4. Experience in preparing medium to long-term development or master plans, strategic plans, or similar high-level planning documents.
5.Familiarity with national development frameworks (e.g., Philippine Development Plan, Eight-Point Socioeconomic Agenda), and government planning and budgeting systems, particularly the Program Expenditure Classification (PREXC).
6.Prior engagement with government agencies, preferably with experience in working with or for ICCs/IPs or culturally sensitive environments.
