• Preparing and Implementing Gender-Inclusive Projects in Central and West Asia - Preparing Resilient Livelihoods and Empowerment of Rural Women Project Approval Date: 23-Dec-2022 Estimated Commencement Date: 475,000 USD Engagement Period: 8 MONTH Objective and Purpose of the Assignment The consultant team will support the preparation of the project through the conduct of feasibility studies and due diligence reports for the proposed interventions. It will identify targeted support for women in terms of their needs for agricultural inputs and production technologies, processing and value addition tools and equipment, financing, capacity building, and access to support services to address gender-based violence. It will also identify areas for capacity building support on gender mainstreaming, technical, procurement, financial management, and other capacity building needs relevant to the project for the Ministry of Agriculture, Committee on Women and Family Affairs, and other relevant agencies. The consultant team will develop (pre-) feasibility studies and designs for the rehabilitation of women-s shelters, business incubation centers, application of climate-smart agriculture practices, and processing and/or storage hubs. This will include: (i) feasibility-stage design of the rehabilitated infrastructure; (ii) development of relevant services of these facilities; (iii) economic and financial analysis; (iv) preparation of financial and procurement management due diligence and action plan; (v) preparation of project safeguards in line with ADB and government requirements; (vi) preparation of sector assessment and development coordination report; (vii) preparation of poverty, social, and gender assessment; (viii) preparation of project cost estimate, financing plan, risk assessment and management plan, gender action plan, procurement plan, implementation schedule, implementation arrangements including role of the Ministry of Agriculture, Committee on Women and Family Affairs, and other stakeholders, and design and monitoring framework; (ix) preparation of technical specifications and draft bidding documents for the first procurement packages; and (x) draft documentation for ADB Board consideration and feasibility design report for internal government project approval as required.
