• Planning for Economic Recovery of South Asia from COVID-19 - Upstream knowledge work for boosting Madhya Pradesh-s economic competitiveness Approval Date: 29-Jun-2020 Estimated Commencement Date: 340,000 USD Engagement Period: 6 MONTH Objective and Purpose of the Assignment Madhya Pradesh has done a commendable job in improving agriculture production and productivity owing, inter alia, to power sector reforms and investments increasing availability of power for agriculture, increased irrigation efficiency as well as significant improvements in state level transport connectivity for connecting farms to markets. Some of these have been also supported by ADB. In addition, the state has made optimum utilization of ADB-funded Madhya Pradesh Power Sector Investment Program, and ADB supported ‘Madhya Pradesh Irrigation Efficiency Investment Program in the power sector. In the Transport sector, ADB has supported Government of Madhya Pradesh (GoMP) in development of various road projects including 4,300 km State Roads and about 2,900 km of district roads and 15,794 km rural roads (central sector assisted projects). Going forward, ADB is to support the state with a focus on diversifying agriculture and moving up the agri-value chain, and development of its industrial sector through increasing its economic competitiveness. The state has improved its ease of doing business ranking and reduced compliance burden for industries. Given the state-s unique geographical location vis-à-vis major national and state level corridors, MP is well placed to attract major investments to its important growth centers. Pursuant to this line of approach, the objective of the assignment is to develop an upstream knowledge work for the state. The first upstream knowledge work in Madhya Pradesh under the strategic approach to engagement, therefore, will be aimed at boosting economic competitiveness of the State. It would cover the following five sub-themes, such as A. Urban - Industrial - Logistics and Skills Convergence. B. Creating an ecosystem in Madhya Pradesh to progress on the path of becoming a knowledge-based economy. C. Resource Mobilization by State for Enhancing Capital Investment Capacity. D. Resource mobilization for augmenting urban finances for additional infrastructure investment as well as for good maintenance of created assets. E. Capacity building needs assessment for critical departments.
