• Description:
• The Philippines has hugechallenges in ensuring the affordability, reliability, and carbon efficiency ofits electricity services. Despite the Philippine government-s push forrenewable energy targeting a 35% share of total generation from renewables by2030 and 50% by 2040, and a moratorium on new coal plants, overalldecarbonization has been slow due to the existing dominance of coal-fired powerand the need to meet rapidly growing demand. In 2021, the Government of thePhilippines (GoP) updated its Nationally Determined Contributions (NDCs),targeting a 75% reduction in GHG emissions by 2030, with a significant portionconditional on receiving adequate finance and support from developed countries.This new strategy of the GoP to reduce GHG emissions will put an end to the growthof coal power plants in the longer run but, in the absence of sufficientbaseload alternatives and with the anticipated depletion of the Malampaya gasfield, this will further increase the demand for imported gas/LNG. As a result,a key issue is the growing importance that will be attached to low andno-carbon sources of power generation, and the complementing role that naturalgas-fired power generation may play as the Philippines shifts onto a powersector decarbonization path.A consultant is now sought todevelop decarbonization path scenarios that will help to deepen understandingof the potential for renewables and the role of gas in the Philippines- powersector in terms of both meeting demand and managing CO2 emissions. A key partof the analysis will involve assessing the potential for large-scale anddistributed solar, wind (including offshore wind), and batteries, and thespecific role that new LNG-to-power projects could play if needed, includingtheir integration into an optimal, least-cost energy mix to achieve Philippines-long term goals.
