- Philippines Disaster Resilient National Broadband Network Assessment, funded by the Global Facility for Disaster Reduction and Recovery (GFDRR), will help enhance the disaster resilience of the network. The assessment will identify vulnerabilities, propose tailored technical solutions, and outline specific goals and resource needs, directly informing the design of the Philippines Digital Infrastructure Project (P176317) (“Project”) and the update of the Philippines National Broadband Plan. The Project, supported by the World Bank, aims to improve climate resilient, secure, and inclusive broadband connectivity in the country. The Project is focused on accelerating necessary investments in the country-s national fiber backbone, middle mile connectivity, and closing remaining last mile gaps in Mindanao, as well as addressing the government-s cybersecurity needs. Disaster resilience of the national broadband network in the Philippines is critical in ensuring that both the government and citizens have uninterrupted access to information and communication channels during emergencies. The primary implementing agency for the Philippines Digital Infrastructure Project is the Department of Information and Communications Technology (DICT). The assessment will identify vulnerabilities, propose tailored technical solutions, and outline specific goals and resource needs, directly informing the design of the Philippines Digital Infrastructure Project and the update of the Philippines National Broadband Plan. The objective of this Consultancy is to enhance the disaster resilience of the Philippines- national broadband network across backbone, middle-mile, and last-mile segments targeting Regions XI and XIII of Mindanao, in support of the implementation of the Philippines Digital Infrastructure Project.
