1) The BICOL MEDICAL CENTER through the National Expenditure Program 2026 intends to apply the sum of PESOS SIX MILLION FOUR HUNDRED FIFTY-ONE THOUSAND FOUR HUNDRED EIGHTY-EIGHT & 70/100 (Php 6,451,488.70) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Security Services for BMC-Pili (DSJRMMH) for FY 2026 (March 1, 2026 - December 31, 2026) - IB No. 2025-65. For purpose of early procurement authorized under Section 12 of the IRR of RA No. 12009, the proposed budget under the FY 2026 National Expenditure Program shall be used as basis. Further, consistent with the requirement in the same Section 12, no award of contract shall be made until the approved and effectivity of the FY 2026 General Appropriations Act. Bids received in excess of the ABC shall be automatically rejected at bid opening.
