  • Pacific Urban Development Investment Project Enhancement and Capacity Development Facility-Project Preparation Phase 1 Firm Approval Date: 06-May-2020 Deadline of Submitting EOI: 07-Dec-2022 11:59 PM Manila local time Estimated Commencement Date: 30-Apr-2023 Estimated Commencement Date: 500,000 USD Engagement Period: 8 MONTH Objective and Purpose of the Assignment Cook Islands is a small island country in the South Pacific. It is comprised of 15 islands and two reefs, several of which are atolls, with a total population of about 17,500 people, as of 2016. About 75% of the population lives on Rarotonga, the main island and location of the capital, Avarua. The country is under severe constraints to effectively develop and protect infrastructure and associated support activities in the face of an increasingly changing climate. A combination of severe weather events - mainly intense rainfall periods, increased cyclone events, droughts, and flooding - will increase the country-s vulnerability into the future. 3. Inadequate sanitation services. On Rarotonga, nearly all development is on the coast, where free draining coral sands overlay a shallow groundwater table that drains into an encircling coral lagoon. There are currently no reticulated wastewater systems on either island and they both depend almost entirely on septic systems with soak pits, some of which are poorly built. This poor sanitation infrastructure was found to be contributing to significant environmental pollution in Muri Lagoon (including E.Coli) on Rarotonga, threatening public and environmental health as well as tourism In terms of sanitation, the Muri Ngatangiia area is in poor condition. Significant portions of the inshore lagoon of Muri have large patches of seaweed/algae growth. This have been impacted by sediment run-off, nutrients from wastewater; tourism, development, erosion, current and historical agricultural land use which all negatively affect water quality, ecosystem diversity and the appearance and experience of the lagoon. The lagoon environment will not improve unless a reticulated system, Wastewater Treatment Plant, tertiary treatment, land or ocean disposal, is initiated and installed. 5. The existing wastewater management system consists of on-site treatment provided through the use of septic tanks. Raw wastewater from existing residential and commercial developments are currently conveyed through gravity pipelines to these tanks. The septic tanks provide limited treatment capacity of the treated wastewater and is disposed of by pumped discharge to the surrounding ground through a system of small diameter pipes. To eliminate these discharges to ground, a new reticulated wastewater management system is proposed, consisting of a combination of gravity and pumped systems. The reticulation system will replace the existing septic tanks as the disposal mechanism for residential and commercial wastewater discharges in the Muri and immediate surrounding areas, impacting on the lagoon water quality. The Government of the Cook Islands (GoCI) proposed a reticulated wastewater project, locally known as Mei Te Vai Ki Te Vai (MTVKTV) in 2017. The goal of MTVKTV is to provide a safe and secure sanitation infrastructure and enhance the environmental and economic opportunities of Muri including the wider community. This will be facilitated by a new reticulated system that will convey the raw wastewater, via a combination of gravity pipes and pumped rising mains, to a proposed wastewater treatment plant in Turangi for tertiary treatment before being disposed. The method of disposal of the treated wastewater is not finalized, the disposal will be either land based or ocean outfall. Alignment with government and ADB strategies. For the first time, the Government of the Cook Islands has requested Asian Development Bank (ADB) assistance to support the wastewater and sanitation sector in Rarotonga. Given the importance and magnitude of the proposed water and sanitation project, technical assistance is required to ensure high-level readiness of the ensuing projects, and timely and cost-effective achievement of project outcomes. MTVKTV aligns with several national strategies, including but not limited to: a. The Cook Islands National Sustainable Development Agenda 2020+ (Te Kaveinga Nui) through the following objectives: i. Goal 1: Improve welfare, reduce inequity and economic hardship ii. Goal 2: Expand economic opportunities, improve economic resilience and productive employment to ensure decent work for all iii. Goal 3: Promote sustainable practices and effectively manage solid and hazardous waste iv. Goal 5: Sustainable management of water and sanitation v. Goal 6: Improve access to affordable, reliable, sustainable, modern energy and transport vi. Goal 13: Strengthen resilience to combat the impacts of climate change and natural disasters; b. The Cook Islands National Infrastructure Investment Plan (NIIP) under section 3.2.5 Sanitation, Table 3.5 Candidate Infrastructure Projects (Sanitation) where the project is listed in row 102 as “MTVKTV Long-term Sanitation Upgrades;” c. Cook Islands Climate Change Country Programme 2018-2030 by incorporating climate change and emergency resilience into waste management; and d. The 2021 Cook Islands Economic Recovery Roadmap (ERR).
