SUPPLY AND DELIVERY OF VARIOUS TOXICOLOGY SUPPLIES FRAMEWORK
AGREEMENT
Under Hospital Bids and Awards Committee (HBAC) Resolution No. 2025-0816 dated
September 15, 2025, the HBAC found the need for Negotiated Procurement after the Two
Failed Public Biddings held on August 8, 2025 and September 9, 2025 for the procurement
project: SUPPLY AND DELIVERY OF VARIOUS TOXICOLOGY SUPPLIES FRAMEWORK
AGREEMENT thus, HBAC intends to negotiate the same contract to a technically, legally and
financially capable supplier, contractor or consultant.
In view of the foregoing, HBAC invites bids to participate in the negotiation of the
aforementioned project procurement in accordance with Section 53.1 of the 2016
Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 9184, otherwise known
