  1) In view of the Two-Failed Biddings, the Bicol Regional Hospital and Medical Center (BRHMC), through the GAA 2025 intends to apply the sum of Five Hundred Twenty Four Million Three Hundred Thousand Pesos (P 524,300,000.00), being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Women-s Health And Child Care Specialty Center Phase III (Negotiated Procurement Two-Failed Biddings) under NP No. 02-2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.
