  • Southeast Asia Energy Sector Development, Investment Planning and Capacity Building Facility - National Urban Lighting Survey, Database and Policy Recommendations Approval Date: 01-Oct-2018 Estimated Commencement Date: 150,000 USD Engagement Period: 6 MONTH Objective and Purpose of the Assignment On 1 October 2018, the Asian Development Bank (ADB) approved a new Transaction Technical Assistance Facility for Viet Nam namely F-TRTA 9600: Southeast Asia Energy Sector Development, Investment Planning and Capacity Building Facility (the TA). On 1 April 2019, the State Bank of Viet Nam has No-Objection to ADB for the TA. Overall targets of the project are to enhance renewable energy (RE) & energy efficiency (EE) deployment and power system efficiency and contribute to climate change mitigation in Viet Nam. The main Vietnamese stakeholders in the TA are the Ministry of Construction (MOC), the State Bank of Viet Nam (SBV), the Ministry of Industry and Trade (MOIT), the Electricity Regulatory Authority of Viet Nam (ERAV), and Viet Nam Electricity (EVN). In this TA, ADB is supporting to help achieve the objectives set by the government-s VNEEP 3 and Smart/Green Cities initiatives. Under the TA, since October 2020, ADB is cooperating with the Administration of Technical Infrastructure (ATI) in the Smart and Efficient Lighting Project (SELP) of MOC on energy efficiency activities in the lighting sector. Specific objectives of the above- mentioned TA with respect to public and street lighting are: i. Development and implementation guidance of technical standards and codes, to promote smart and efficient lighting activities and create conditions for private investment in the public urban lighting sector; ii. Improvement of capacity and awareness raising of central and local authorities in smart and efficient urban lighting systems; and iii. Development of investment modalities for lighting systems and support of Participating Cities and Provinces in the implementation of the investment modalities for smart and efficient lighting systems. The global street and roadway lighting market are growing rapidly due to several factors including rapid technology growth, increased adoption of light-emitting diodes (LEDs), laboratory advances in lighting and communication equipment, the application of the internet of things (IoT), and new business models. In addition, the government is adopting policies that encourage energy efficiency, smart technologies, and alternative financing methods to help them address the rise in global energy prices, tight energy supplies, and growing concerns about climate change. Many national and municipal governments have successfully implemented comprehensive energy-efficient urban lighting programs, including the adoption of smart controls, and sensors. Some have incorporated the use of alternative financing approaches such as public-private partnership (PPP) or equipment leases, as well as new revenue generation models through smart poles and other services. These changes also helped to advance new strategies for the operation and maintenance (O&M) of urban lighting. In Viet Nam, however, despite recent robust growth in the construction sector and policy push, the public lighting infrastructure has largely not kept pace with the global trends in technology and business model innovations, or the most up-to-date O&M and energy efficiency practices. Further, due to the advent of new technologies and innovative implementation structures, the design, development, execution, and financing. Further, the management of public lighting projects and systems is becoming more complex, as is the issue of handling and disposal of mercury-containing lamps. Many Vietnamese provinces and cities have initiated the conversion to LEDs and smart controls, and some are considering the use of alternative financing approaches for projects. However, because of the pace of technology adoption, O&M practices, and financing approaches have outpaced existing regulations and guidelines. The guidance and targets contained in many of the current policies and regulations are no longer up to date. Under the SELP, ADB is seeking a consultant team (the Team) to support ADB and MOC/ ATI to implement the TA in the Development of the National Urban Lighting Survey and Database and Policy Recommendations on the National Urban Lighting Orientation with an objective to support the government in developing a strategy for advancing and scaling up of energy efficient urban lighting in Viet Nam and to reduce emissions. SCOPE OF WORK ADB and MOC/ATI will conduct a national urban lighting survey and inventory of installed streetlights in all provinces of Viet Nam and develop and operationalize a national urban lighting database. The consultant could use collected data of six cities and provinces under Phase I of SELP: Can Tho, Da Nang, Hai Phong, Lam Dong, Quang Ninh, and Quang Nam, and Thua Thien Hue). The inventory and database contain the types, quantities, control mechanisms, etc. of street/public lights currently installed in the country by location, along with information on how these lighting systems are being operated and maintained. This collected data on the inventory of light points, operational practices, and other relevant factors will be used to estimate the associated monthly/annual energy consumption and determine the energy saving potentials for this sector. The consultant will use the inventory to prepare estimates of the overall energy consumption, energy saving potentials, related GHG emissions, as well as operating and maintenance costs in this sector in Viet Nam. The consultant will review Decision No. 1874/QD-TTg on Approving the orientations for the development of Viet Nam's Urban Lighting through 2025 and assess the current policy and regulatory situation in Viet Nam, as well as international developments and trends. The Consultant will recommend suitable strategies and policies to support the Decision and its future updates and revisions to reach these goals such as smart and efficient lighting, energy efficiency, emissions reduction, and others. Besides the two technical above tasks, the consultant will support capacity-building activities. The TA activities will support MOC/ATI to coordinate the policy recommendations to support the Decision and future updates, by working with relevant stakeholders and organizations working in energy efficiency and/or urban lighting (such as MOIT, MOF, MOST, and others), to conduct needed outreach/dissemination/feedback collection activities.
