1. The Philippine National Railways, through the General Appropriations Act (GAA) for CY 2025 (Special Provision) intends to apply the sum of:

being the Approved Budget for the Contract (ABC) to payments under the contract for Migration of Rolling Stock and Other Assets - Lot 2 (Through Early Procurement Activities). Bids received in excess of the ABC shall be automatically rejected at bid opening.
