- Expression of Interest are invited for Legal Consultant for the Iloilo Airport PPP IFC has been appointed lead transaction advisor to assist in the review and processing of the unsolicited proposal for a PPP concession for the upgrade; operation and maintenance of the Iloilo International Airport. IFC is hereby seeking the assistance of a Legal Consultant to assist IFC in all the legal aspects of the procurement process and in setting good practices that could be adopted hereafter by DOTr; PPP Center and other infrastructure agencies. The World Bank Group reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure. To support the Project, IFC seeks to hire a legal consultancy firm to provide IFC with advice on legal aspects of the Project, including (i) undertake the due diligence review of the unsolicited PPP proposal submitted to the government and provide legal inputs during negotiation of PTCs, (ii) review the draft PPP Agreement(s) submitted by the original proponent, (iii) provide legal inputs during negotiation of the draft PPP Agreement(s) with the original proponent, (iv) make revisions to the draft PPP Agreement(s) submitted by the original proponent during the negotiations and prepare the final versions as processed and cleared in accordance with the PPP Code and its IRR, (v) prepare all bid tender/ challenge documents for the swiss challenge process, (vi) provide all legal clarifications during the bid tender/swiss challenge process.; and (iv) assist in conducting a transparent tender/swiss challenge process up until commercial close. The firm will be expected to bring a legal firm that has experience in matters of Philippine Law as a partner for this assignment.
