a. Topsoil furnished shall be consist of fertile soil loamy character without admixture of undersirable subsoil, refuse or foreign materials
b. It shall be reasonably free from roots, hard clay, course gravel, stones larger than 50mm in size, course sand, noxious seeds, sticks, brush, litter and other deleterious substances.
c. Topsoil shall be capable of sustaining healthy plant life.

a. The Bougainvillea furnished shall be healthy, shapely and well-rooted and roots shall show no evidence of having been restricted or deformed at any time.
b. The Bougainvillea shall be well-grown and free from insect pest and disease.
c. The Bougainvillea shall be well-arranged, patterned alternately in five colors, (white, pink, yellow, red-orange & purple) and spaced at 1.5 meters from each other.
