Description : Only the bona fide representative of the prospective bidder shall be allowed to purchase and
drop the bidding documents duly supported by SPA for Single Proprietorship and Secretary-s
Certificate for Corporation.
2. All prospective bidders must submit to the Provincial Bids and Awards Committee (PBAC) thru the
Secretariat their legal, technical, financial documents on or before the deadline stated in the
schedule.
3. Bidders should have completed at least 50% of Approved Budget of the Contract (ABC), a Single
Largest Completed Contract (SLCC) within 5 years from the date of submission and receipt of bids,
contracts similar to the project.
4. All bidders are instructed to follow the prescribed sealing and marking of envelopes. Bidders
shall enclose their original eligibility and technical documents prescribed in Section 25.2,

including other documents required herein in one sealed envelope marked “ORIGINAL-
TECHNICAL COMPONENT, and the original of their financial component in another sealed

envelope marked “ORIGINAL-FINANCIAL COMPONENT, “sealing them all in an outer envelope
