  Description : TERMS OF REFERENCE AND SPECIFICATION FOR THE PROCUREMENT OF
  DRONE UNDER THE ENHANCEDNATIONAL GREENING PROGRAM
  
  I. BACKGROUND
  
  The DENR is adopting the use of Remotely Piloted Aircrafts (RFA) for the monitoring and assessment of forestry, environment, and natural resources programs and projects, especially in the implementation of Enhanced National Greening Program (ENGP).
  
  RPAs are more efficient and cost effective in covering large areas for monitoring and assessment and becoming practical solutions for sites that have limited accessibility due to rough terrain and security issues.
  
  II. OBJECTIVES
  
  To procure Remotely Piloted Aircrafts (RPAs) for monitoring, assessment and documentation of NGP sites;
